Establishes prenatal, labor, and postpartum care requirements at York Correctional Institution, including trained health care providers, pregnancy assessments, prenatal vitamins, appropriate diet, and daily ambulatory movement for pregnant inmates.

Restricts use of restraints on pregnant inmates to front-facing handcuffs only, except in cases of immediate threat or substantial flight risk; prohibits all restraints during labor and delivery.

Requires free feminine hygiene products be provided to all inmates upon request and establishes a lactation policy allowing inmate mothers to pump and store breast milk.

Mandates gender-responsive risk assessment strategies for offenders and requires custodial staff training on gender-specific and trauma-related mental health issues faced by female inmates.

Protects transgender and gender non-conforming inmates by requiring staff address them consistent with their gender identity, provide access to appropriate commissary items and clothing, and use same gender-identity staff for searches; effective July 1, 2018.
