Restricts courts from imposing special parole sentences for convictions under chapter 420b (sexual offender offenses).

Requires courts to determine that special parole is necessary to ensure public safety based on the offense nature, defendant's criminal history, and probation/parole performance before imposing such sentences.

Allows courts to recommend that special parolees comply with requirements from section 53a-30, with the Board of Pardons and Paroles able to enforce recommended conditions.

Extends parole discharge eligibility to inmates on special parole, allowing the Board of Pardons and Paroles to discharge them if they demonstrate likelihood of leading an orderly life.

Effective October 1, 2018.
