Expands the Commission on the Standardization of the Collection of Evidence in Sexual Assault Investigations from 14 to 15 members and adds a representative from Disability Rights Connecticut, Inc.

Renames "Connecticut Sexual Assault Crisis Services, Inc." to "Connecticut Alliance to End Sexual Violence" throughout the statute in relevant commissions and advisory committees.

Requires the Division of Scientific Services to implement an electronic tracking system for sexual assault evidence collection kits by October 1, 2018, and mandates development of guidelines for kit-tracking software use by health care facilities and the division.

Requires health care facilities to contact a sexual assault counselor when a sexual assault victim arrives and to contact a law enforcement agency within ten days to transfer collected evidence.

Establishes that all costs for sexual assault examinations, testing, prophylactic treatment, and toxicology screening shall be charged to the Forensic Sex Evidence Exams account in the Judicial Department or Division of Scientific Services, not to the victim.

Mandates development of policies by October 1, 2018, to ensure victims receive information about their evidence kit testing, DNA data bank results, and matching profiles.
