Increases appropriations to the Commission on Human Rights and Opportunities to expand sexual harassment prevention, enforcement, investigation, and training programs under chapter 814c of the general statutes.

Expands commission oversight of mandatory sexual harassment prevention training at state agencies and businesses, with increased availability of on-site training delivered by commission personnel.

Expedites the investigation and disposition of sexual harassment complaints filed with the commission.

Amends section 54-211 of the general statutes to raise the crime victim compensation limit for victims of sexual assault.
