Increases appropriations to the Commission on Human Rights and Opportunities to expand sexual harassment prevention, enforcement, investigation and training programs under chapter 814c of the general statutes

Expands commission oversight of required sexual harassment prevention training at state agencies and businesses, including on-site training by commission personnel

Expedites investigation and disposition of sexual harassment complaints filed with the commission

Amends section 54-211 of the general statutes to raise the crime victim compensation limit for victims of sexual assault
