Modifies section 17b-342(h) to allow the Commissioner of Social Services to provide retroactive Medicaid payments for eligible home-care services up to three months before an individual applied for assistance, in accordance with 42 CFR 435.915.

Retroactive coverage is available only if the applicant has not transferred assets for less than fair market value within the 60 months before applying for Medicaid.

If an applicant has made a disqualifying asset transfer, the Commissioner must impose a penalty period in accordance with 42 USC 1396p(c)(1)(D)(ii).

Effective date is October 1, 2018.
