Establishes that families with a nonparent caretaker relative as head of household qualify for temporary family assistance program benefits, including grandparents and other relatives raising children.

Sets payment standard for nonparent caretaker relative families at 75% of the prevailing monthly foster care rate per child paid by the Department of Children and Families based on the child's age and medical condition.

Requires the caretaker relative to be related to the child by blood, marriage, or adoption, or be the legal guardian pursuing legal guardianship proceedings.

Maintains existing program conditions that limit benefits to 21 months, with exceptions, and subjects caretaker relative families to the same eligibility conditions as other temporary family assistance recipients.

Effective date: October 1, 2018.
