Increases the fee schedule for meals on wheels provided under the Connecticut home-care program for the elderly by 10 percent effective July 1, 2018, compared to the previous year's fee schedule.

Requires the Commissioner of Social Services to establish and annually modify fee schedules for homemaker services, chore person services, companion services, respite care, meals on wheels, adult day care services, case management, transportation, mental health counseling, and elderly foster care.

Removes outdated rate-setting provisions from 1991-1993 and replaces them with updated fee schedule authority for the Commissioner of Social Services.

Changes the notice requirement for implementing policies and procedures from publication in the Connecticut Law Journal to posting on the Department of Social Services website and eRegulations System.

All provisions are effective July 1, 2018.
