Increases the monthly personal needs allowance for Medicaid and Supplemental Security Income recipients in long-term care facilities from $60 to $65 per month, effective July 1, 2018

Requires the Commissioner of Social Services to provide state supplement payments to long-term care facilities to deposit into personal fund accounts of eligible residents

Applies to residents of licensed chronic and convalescent nursing homes, chronic disease hospitals, rest homes with nursing supervision, intermediate care facilities for individuals with intellectual disabilities, and state humane institutions

Updates the effective date in both amended sections from July 1, 2011 to July 1, 2018 for consistency
