Effective July 1, 2018, reduces participant contribution to home-care services from nine percent to seven percent of care costs for persons at or below 200 percent of federal poverty level and for those exceeding that threshold.

Expands asset eligibility limits by replacing federal formulas with fixed amounts: single persons limited to $40,000 in assets and married couples to $65,000 in assets.

Eliminates nursing home-only care requirement for the state-funded program starting July 1, 2018, allowing broader eligibility for persons 65 and older who are inappropriately institutionalized or at risk of institutionalization.

Exempts persons in affordable housing under the assisted living demonstration project from cost contributions if income is at or below 200 percent of federal poverty level.

Maintains cost cap at 50 percent of weighted average nursing home care costs, with commissioner discretion to exceed this amount in cases of extreme hardship up to the full weighted average cost.
