Substitute Senate Bill No. 165 (Public Act No. 18-32)

• Replaces outdated terminology throughout developmental services statutes, changing "clients," "consumers," "caretakers," and "wards" to "individuals," "persons," "caregivers," and "protected persons" respectively.

• Updates residential facility transfer procedures by requiring written notice to individuals and their legal representatives at least 10 days before transfers, except in emergencies threatening health or safety.

• Revises the Camp Harkness Advisory Committee structure to include six members appointed by the Governor and six members appointed by the General Assembly, specifying representation from various organizations and including at least one individual who uses the camp.

• Modifies licensing requirements for community living arrangements and companion homes to allow verified applications without notarization and permits the commissioner to waive the $50 filing fee.

• Clarifies medical decision-making authority by defining "properly executed medical orders to withhold cardiopulmonary resuscitation" and allowing commissioners to recognize second opinions from advanced practice registered nurses in addition to physicians.
