Expands disciplinary authority for the Commissioner of Public Health to include failure to report adverse events by hospitals and outpatient surgical facilities, in addition to failure to implement corrective action plans.

Defines "adverse events" as events listed on the National Quality Forum's List of Serious Reportable Events or on a commissioner-compiled list adopted as regulations.

Requires hospitals and outpatient surgical facilities to submit written reports within seven days of an adverse event and corrective action plans within thirty days; emergent reports must be made immediately.

Mandates the commissioner to review the adverse events list at least annually and report annually to the joint standing committee on public health with facility-specific data categorized by event type and adjusted for patient volume.

Prohibits hospitals and outpatient surgical facilities from discharging, refusing to hire, retaliating against, or taking adverse action against employees, job applicants, or health care providers for actions taken to enforce adverse event reporting requirements.
