Expands the definition of eligible medical students for clinical clerkships to include students in doctor of osteopathic medicine (D.O.) programs, in addition to doctor of medicine (M.D.) programs.

Requires medical education programs to be accredited by the Liaison Committee on Medical Education or the American Osteopathic Association for U.S. and Canadian institutions.

Allows third and fourth year medical students from foreign institutions to participate in clinical clerkships if conducted in hospitals with residency programs accredited by the Accreditation Council for Graduate Medical Education or the American Osteopathic Association, or in primary affiliated teaching hospitals of accredited M.D. programs.

Modifies regulations for foreign physicians and surgeons participating in supervised clinical training to clarify they must hold current valid licenses in their home country and work in hospitals meeting specified accreditation standards.

All changes effective July 1, 2018.
