Adds the Connecticut Airport Authority executive director to the list of officials authorized to determine whether records should be withheld from public disclosure under the Freedom of Information Act's security exemption.

Extends security exemptions covering safety-related records (security manuals, architectural drawings, operational specifications, training manuals, security audits, emergency plans) to records concerning the Connecticut Airport Authority.

Requires public agencies receiving Freedom of Information Act requests for Connecticut Airport Authority security records to notify the airport authority's executive director before disclosing such records.

Allows the Connecticut Airport Authority executive director to direct withholding of security records if deemed necessary to prevent safety risks, with appeals handled exclusively by the executive director.

All provisions effective October 1, 2018.
