Substitute Senate Bill No. 183 Summary

• Changes the interdistrict magnet school enrollment verification date from March 1 to January 31 for calculating May grant adjustments based on actual student enrollment.

• Revises physical restraint and seclusion policies for students by prohibiting life-threatening restraints, requiring continuous monitoring during restraint, prohibiting seclusion as a planned intervention in IEPs, and establishing requirements for crisis intervention teams and staff training.

• Adds "exclusionary time out" as a non-seclusion behavior management tool and requires local boards of education to establish policies for its use by January 1, 2019.

• Expands educator certificate disciplinary actions to include suspension and probation in addition to revocation, and allows the State Board of Education to take disciplinary action based on prior disciplinary actions by other states.

• Modifies temporary teaching certificates to be valid for three years (instead of one year) for out-of-state teachers, those from approved preparation programs, and charter school employees hired after July 1.
