Authorizes the Commissioner of Administrative Services to enter into state grant commitments for 18 school building projects across Connecticut totaling approximately $671 million in estimated project costs and $319 million in state grants.

Reauthorizes Hartford's Martin Luther King School project (previously authorized at $68 million/$54.4 million grant) with increased costs of $108 million and $86.4 million in state grant funding.

Allows Norwalk to pursue new construction at South Norwalk School at Ely Site (up to $37.3 million) and exempts Norwalk from state standard space specifications for polychlorinated biphenyl removal costs at West Rocks Middle School and Norwalk High School, with 100% reimbursement rates for these specific costs.

Permits Bristol and Danbury to apply for school building grants despite missing the June 30, 2017 application deadline, provided they meet specified conditions and file applications by designated dates.

Requires the Department of Administrative Services to fully reimburse the Capitol Region Education Council for nine interdistrict magnet school building projects and establishes that applications designating a regional educational service center as project manager are ineligible for state grants beginning July 1, 2018.
