Renames the "State Advisory Council on Children and Families" to the "State Oversight Council on Children and Families" and restructures its membership to include appointees from legislative leaders and regional advisory councils rather than primarily gubernatorial appointees.

Expands the council's duties to monitor and evaluate Department of Children and Families policies and practices related to child safety, permanency, well-being, family preservation, education, and health services, and requires it to submit annual reports to legislative committees.

Requires the council to receive quarterly status reports from the commissioner on departmental progress in promoting safety, permanency, and well-being outcomes, including data categorized by race, ethnicity, age, and region.

Establishes that the council shall have two co-chairpersons (one from outside executive or legislative branch) and requires at least quarterly meetings with agendas and minutes posted on the Department of Children and Families and General Assembly websites.

Authorizes the council to be staffed by an outside organization or educational institution with relevant expertise without additional state compensation.
