Establishes that the Commissioner of Children and Families shall give priority to placing committed children in the homes of their grandparents, provided the grandparents agree and the home meets departmental standards.

Requires the commissioner to select a foster home, agency, institution, or caregiver of the same religious faith as the child's parent when possible, if that faith is known or can be determined through reasonable inquiry.

Directs the commissioner to place sibling groups together whenever possible.

Requires the court to determine within 60 days of commitment whether the Department of Children and Families made reasonable efforts to keep the child with their parents or guardian, and if not, whether such efforts were impossible.

Effective date: July 1, 2018.
