Expands the definition of "surprise bill" to include out-of-network clinical laboratory services referred by an in-network provider, effective January 1, 2019.

Adds clinical laboratories to existing surprise bill protections that previously covered only out-of-network health care providers at in-network facilities.

Clarifies that surprise bills do not include services when an in-network provider was available and the insured knowingly chose an out-of-network provider.

Amends section 38a-477aa(a) of Connecticut General Statutes regarding surprise medical billing protections.
