Establishes the Apprenticeship and Employment Recruitment Authority as a quasi-public agency effective July 1, 2018, to create public-private partnerships providing apprenticeship and work-based learning opportunities in high-growth fields.

Creates a board of directors consisting of 11 appointed members representing labor, business, and high-demand job sectors, plus 7 ex-officio members from state agencies including the Labor Commissioner, Education Commissioner, and presidents of CCSU and UConn.

Grants the authority broad powers to employ staff, enter contracts, acquire property, receive grants, borrow money, and establish subsidiaries to accomplish its apprenticeship and employment goals.

Requires the authority to adopt written procedures for budgeting, hiring, property acquisition, professional services contracts, and financial assistance awards, with board approval required for specified actions.

Mandates submission of a report by January 1, 2020 analyzing high-growth jobs, workforce trends, education gaps, and feasibility of creating apprenticeship partnerships, including review of programs in other states.
