Authorizes the Board of Regents for Higher Education to merge, consolidate, or close institutions within the Connecticut State University System, regional community-technical college system, and Charter Oak State College, requiring a two-thirds board vote.

Requires the Board of Regents to notify the joint standing committee of the General Assembly having cognizance of higher education matters of any recommended merger or consolidation.

Mandates that the president of Connecticut State Colleges and Universities and chairs of faculty and student advisory committees appear before the relevant General Assembly committee in February and September each year until accreditation is received for merged or consolidated institutions.

Requires the Board of Regents and the president of Connecticut State Colleges and Universities to disclose all communications with the New England Association of Schools and Colleges regarding any merger or consolidation to legislative committee leadership.

Requires submission of a report to the General Assembly within two years of accreditation describing efficiency gains and cost savings achieved through the merger or consolidation.
