Allows municipal health departments, state institutions, licensed physicians, and public or private hospitals or clinics to provide prophylactic (preventive) treatment for sexually transmitted diseases to minors without parental or guardian consent.

Replaces the term "venereal disease" with "sexually transmitted disease" throughout the statute.

Maintains confidentiality of consultation, examination, or treatment of minors, except for reports required under section 19a-215 and when the minor is age 12 or younger, in which case the facility or physician must report the minor's name, age, and address to the Commissioner of Children and Families.

Defines "prophylactic" as a medicine or course of action used to prevent disease.

Takes effect July 1, 2018.
