Grants the Governor authority to raise, organize, maintain and govern volunteer troops for state military duty at any time, rather than only when the Connecticut National Guard is called into federal service or when such a call is imminent.

Removes the requirement that the Connecticut State Guard be raised from the unorganized militia, allowing recruitment from any volunteer source.

Designates the volunteer force as the "Connecticut State Guard" and maintains its status as part of the organized militia.

Takes effect July 1, 2018 and amends Section 27-9 of the general statutes.
