Repeals and replaces subsections (b) through (d) of section 27-39 of the general statutes, effective July 1, 2018

Adds youth military organizations to the list of entities authorized to lease or use military facilities, alongside military organizations, nonprofit organizations, organizations receiving state aid, and governmental agencies

Allows youth military organizations to use military facilities at no cost, without being subject to the reduced-rate limitation that applies to other military organizations

Requires all applicants for facility lease or use to provide a certificate of insurance or self-insurance indemnifying the state and federal governments against bodily injury or property damage

Maintains existing restrictions preventing facility lease or use during drill nights of active military organizations or in ways that conflict with military usage or federal military regulations
