Authorizes the State Board of Education to issue military spouse teacher permits to spouses of armed forces members who have received military orders to transfer to the state, effective July 1, 2018

Requires permit applicants to have taught under an appropriate certificate in another state, territory, possession of the United States, District of Columbia, or Puerto Rico for at least two or more years

Exempts military spouse permit holders from completing the teacher education and mentoring program otherwise required for teachers

Requires applicants to complete a course of study in special education unless they can demonstrate equivalent knowledge, unless they have successfully completed a teacher preparation program in another jurisdiction

Military spouse teacher permits are valid for three years and may be renewed by the Commissioner of Education for good cause upon superintendent request
