Establishes a 10-year statute of limitations for class B felony sexual assault violations (sections 53a-70, 53a-70a) and sexual assault violations carrying imprisonment exceeding one year (sections 53a-70b, 53a-71, 53a-72a, 53a-72b)

Maintains existing statute of limitations for other felonies: 5 years for felonies with imprisonment exceeding one year (other than sexual assault crimes), and 1 year for all other offenses

Preserves unlimited prosecution timeframe for capital felonies, class A felonies, and certain other serious crimes including perjury, obstruction of justice, and motor vehicle violations resulting in death

Allows tolling of statute of limitations when the accused flees Connecticut and resides outside the state during the limitation period

Effective October 1, 2018, and applies to offenses committed on or after that date and to prior offenses where the original statute of limitations had not yet expired
