Amends section 17b-342(j) to allow the Commissioner of Social Services to implement revised policies and procedures for the Connecticut Home-Care Program for the Elderly while simultaneously adopting them in formal regulation form, effective July 1, 2018.

Requires the Commissioner to publish notice of intention to adopt policies and procedures as regulations on the eRegulations System at least thirty days prior to implementation, replacing the previous requirement to print notice in the Connecticut Law Journal within twenty days.

Mandates the Commissioner submit proposed regulations to the standing legislative regulations review committee no later than one hundred eighty days after posting notice on the eRegulations System, with proposed regulations including required statements under section 17b-10(c).

Expands the scope of policies and procedures that may be implemented in advance of formal adoption to include the state-funded portion of the program.

Allows persons aggrieved by policies and procedures implemented under this provision to appeal to Superior Court in accordance with section 4-183(b).
