Prohibits pharmacies from automatically refilling certain Medicaid prescription drugs without explicit verbal or written requests from recipients or their legal representatives, with the Commissioner of Social Services recommending which drug types, classes, or uses should be subject to this prohibition.

Requires the joint standing committee on human services to hold a public hearing within 30 days of receiving the commissioner's recommendations; recommendations are deemed approved if no hearing is scheduled, and modifications must be submitted to the Pharmaceutical and Therapeutics Committee.

Expands the Pharmaceutical and Therapeutics Committee's authority to make recommendations regarding prior authorization of prescribed drugs and which drugs should be eligible for automatic refill.

Requires the Commissioner of Social Services to provide Children's Health Insurance Program (CHIP) data to the Health Information Technology Officer for inclusion in the all-payer claims database, in addition to existing Medicaid data submission requirements.

Defines CHIP data as provider registry, health claims data, and recipient data maintained by the Department of Social Services to administer the CHIP program.
