Authorizes Paul DeMaria to present claims against the state to the Claims Commissioner despite failing to file a proper notice within the statutory time limitations specified in Connecticut General Statutes section 4-148(a).

Allows DeMaria to file his claims based on allegations that state actors failed to detect malignant mesothelioma in his deceased spouse, Sarah DeMaria.

Requires claims to be presented to the Claims Commissioner no later than one year after the effective date of this act.

Prohibits the state from using failure to comply with notice requirements, improper or untimely notice, or prior consideration of the claim as defenses to DeMaria's claims.

Identifies the authorization as serving a public purpose by promoting accountable state government and remedying an injustice for which the state bears responsibility.
