Replaces terminology of "update bid statement" with "update statement" throughout state construction contract provisions, effective July 1, 2018.

Allows public agencies to accept bids missing required prequalification certificates or update statements if bidders submit them within two business days after bid opening, rather than automatically deeming such bids invalid.

Establishes that materially false statements in prequalification applications or update statements may result in contract termination and disqualification for two to five years depending on whether fraud or criminal conviction is involved.

Modifies the information and telecommunication systems executive steering committee to remove its authority to review and approve variances to architectural components, strategic plans, and appropriations, and eliminates the requirement to report variances to the General Assembly.

Requires the Commissioner of Administrative Services to establish update statements for contractors renewing prequalification certificates and for use in the bidding process, effective July 1, 2018.
