Requires racial and ethnic impact statements to be prepared at the request of any member of the General Assembly, effective October 1, 2018, beginning with the 2019 legislative session.

Establishes a 10-day deadline for requesting impact statements on favorably reported bills, measured from the committee reporting deadline.

Requires amendment impact statement requests to be submitted at least 10 days before the regular session adjournment deadline.

Authorizes the joint standing committee on government administration to recommend procedures and standards for preparing impact statements through joint rules of the General Assembly.
