Expands the qualifications for municipal agents for elderly persons to include senior center staff members, effective October 1, 2018.

Changes the supervising department for municipal agents from Department of Social Services to Department of Rehabilitation Services.

Authorizes municipalities and private organizations to establish multipurpose senior centers providing services including nutrition, health and wellness, employment assistance, transportation, counseling, and case management.

Establishes a state-wide senior center work group within the Department of Rehabilitation Services to develop annual support plans, evaluate service standards, and coordinate with state agencies and area agencies on aging.

Requires the Department of Rehabilitation Services to provide technical assistance to senior centers and maintain lists of senior centers and resources for their staff.
