Clarifies that the effective date of transfer of ownership of Connecticut's off-track betting system was June 30, 1993, establishing the Commissioner of Consumer Protection's authority over the system.

Prohibits any person or business organization other than the authorized operator from conducting off-track betting, accepting off-track wagers, or advance deposit wagers (telephone or electronic betting) from within state boundaries, effective October 1, 2018.

Makes it illegal for individuals to place off-track or advance deposit wagers with any operator other than the state-authorized system operator, with violations subject to gambling and transmission of gambling information penalties.

Expands persistent offender prosecution provisions to include violations of the new off-track betting restrictions and adds a cease-and-desist provision allowing prosecution as a persistent offender for knowingly continuing prohibited conduct after receiving an official order to stop.
