Authorizes the Connecticut Lottery Corporation to sell lottery tickets for 12 specified games (Powerball, Mega Millions, Lucky for Life, Keno, Lotto, Cash5, Play3, Play4, and Lucky Links) through its website, online service, or mobile application, subject to tribal agreements.

Establishes minimum program requirements including age verification (18+), in-state location verification, account security, voluntary self-exclusion process, responsible gambling safeguards, and spending limits established after consulting with gambling advocacy groups.

Requires the program to obtain certification from a national or international responsible gambling compliance assessment program within one year and post conspicuous links to responsible gambling information.

Increases the Connecticut Lottery Corporation's annual transfer to the chronic gamblers treatment and rehabilitation account from $2.3 million (2014-2018) to $2.4 million starting in fiscal year 2019 and thereafter.

Exempts voluntary self-exclusion program participant information from public disclosure under the Freedom of Information Act and requires a study on the socioeconomic impact of online lottery programs on problem gambling by July 1, 2023.
