Adds exemption for small hot water heaters with nominal capacity of up to 10 gallons and heat input not exceeding 20,000 BTU per hour in any occupancy type from boiler inspection requirements under Chapter 540.

Removes requirement that state agencies and Connecticut Airport Authority certify plans and projects comply with State Building Code and Fire Safety Code; transfers certification responsibility to State Building Inspector and State Fire Marshal for review.

Eliminates legislative authority to annually review and revise the implementation date for state and Connecticut Airport Authority building construction requirements.

Removes requirement that variations, exemptions, and applications be sent to State Building Inspector and State Fire Marshal by first class mail; changes to general forwarding requirement within 15 business days.

Repeals sections 29-258 and 29-307 concerning Commissioner of Administrative Services' educational program requirements and local fire marshal authority to order removal of fire hazards from manufacturing establishments.
