Repeals and replaces Section 38a-318 of the general statutes, effective October 1, 2018, to expand who can request insurance records related to fire and explosion investigations.

Allows authorized agencies to request insurance companies release information about investigations into fire or explosion losses of undetermined or incendiary origin, including policies, premium records, claim history, and other relevant materials.

Adds federal, state, and local law enforcement officers to the definition of "authorized agency" eligible to request fire and explosion investigation records, alongside state and local fire marshals and the Insurance Commissioner.

Requires insurance companies to furnish relevant investigation materials to authorized agencies when they suspect incendiary cause and permits sharing of information between authorized agencies for investigative purposes.

Protects insurance companies, authorized agencies, and their personnel from civil liability or criminal prosecution for releasing requested information unless the release involves fraud, malice, or criminal conduct.
