Changes tailgating law language from "driver of" to "person operating" a motor vehicle to follow another vehicle only as closely as reasonable and prudent given speed, traffic, and conditions.

Increases tailgating penalties to a violation with fines of $100-$150 for commercial vehicle combinations, and $100-$200 if the violation results in a motor vehicle accident.

Expands protective headgear requirements for children 15 years old and under to include nonmotorized scooters, skateboards, roller skates, and in-line skates, not just bicycles.

Requires headgear to be properly fitted and fastened and conform to American National Standards Institute or Snell Memorial Foundation standards; establishes that headgear failure is not contributory negligence and not admissible in civil actions.

Directs the Commissioner of Consumer Protection to establish a public awareness campaign educating the public on dangers of riding bicycles, skateboarding, roller skating, and in-line skating without protective headgear.

All provisions effective October 1, 2018.
