Expands the definition of persons eligible for telecommunications relay services to include those who are "hard of hearing or speech impaired" (previously only "speech impaired")

Requires the Connecticut Alcohol and Drug Policy Council to develop opioid risk fact sheets for distribution by healthcare providers and pharmacists, and examine feasibility of public awareness campaigns and a treatment availability portal by January 1, 2019

Directs the Alcohol and Drug Policy Council to establish working groups to study safe opioid drug disposal upon death and municipal police substance abuse treatment referral programs, with reports due by February 1, 2018

Makes technical corrections throughout the public health statutes including grammar, punctuation, and clarifying language in provisions relating to food safety investigations, health insurance reporting, licensing requirements, and lead inspection practices

Clarifies that jurors who are deaf or hard of hearing shall have access to qualified interpreters provided by the Department of Rehabilitation Services during proceedings and jury deliberations
