Department of Developmental Services shall establish a pilot program to serve persons eligible and waiting for residential services, effective July 1, 2018.

Program will evaluate alternative service models including shared living arrangements, housing clusters, community companion homes, habilitation services, and assistive technology to move current residents into more independent, less expensive settings.

Relocations of persons currently receiving residential services require consent from the individual or their legal guardian.

Commissioner of Developmental Services must report to the joint standing committee on public health by March 31, 2019, and September 30, 2019, covering funds expended, number and demographics of persons served, quality of life and safety outcomes, and systemic program results.

Department shall work with stakeholder organizations including the Arc of Connecticut, Alliance, and the Council on Developmental Disabilities in establishing the pilot program.
