Expands the definition of exempt medical offices to include dental offices owned and operated exclusively by licensed dentists, allowing them to perform minor surgical procedures with light or moderate sedation without licensing as outpatient surgical facilities.

Permits dentists to own and operate outpatient surgical facilities under the same conditions as physicians, including ownership through business entities (corporations, LLCs, partnerships) as long as licensed dentists maintain at least 60% ownership and control.

Removes the previous exemption that excluded dentists from outpatient surgical facility regulations, making them subject to the same licensing and regulatory requirements as other healthcare providers operating such facilities.

Allows dental offices to administer minor surgical procedures incidental to dental work without operating room designation, facility fees, or deep sedation/general anesthesia.

Takes effect October 1, 2018.
