Increases educational requirement for massage therapy licensure from 500 to 750 classroom hours, with instructor present, effective October 1, 2019; graduates before that date must complete only 500 hours.

Requires applicants seeking licensure on or after October 1, 2019 to complete at least 60 hours of unpaid and supervised clinical or internship experience in addition to classroom hours.

Mandates that massage therapists licensed to provide direct patient care maintain professional liability insurance of at least $500,000 per occurrence with $1,000,000 aggregate, effective October 1, 2019.

Allows out-of-state massage therapists to provide uncompensated services at Special Olympics events and Connecticut Massage Therapy Association Community Service Massage Team activities without representing themselves as state-licensed.

Adds massage therapists to the definition of "professional liability insurance" under insurance law and requires insurers to report cancellations and non-renewals of policies to the Commissioner of Public Health.
