Establishes comprehensive definitions and regulations for telehealth services, including synchronous real-time interactions, asynchronous store-and-forward transfers, and remote patient monitoring, effective July 1, 2018.

Requires telehealth providers to access patient medical history and health records, conform to applicable standards of care, provide license information, and obtain informed consent before delivering services.

Prohibits telehealth providers from prescribing Schedule I controlled substances and most Schedule II or III controlled substances, with exceptions for Schedule II or III non-opioid substances used to treat psychiatric disabilities or substance use disorders when consistent with federal law.

Expands the list of licensed professionals who can provide telehealth services to include registered nurses, advanced practice registered nurses, and pharmacists.

Requires telehealth providers to ask patients for consent to share records with their primary care provider and prohibits charging facility fees for telehealth services.
