Establishes a maternal mortality review program within the Department of Public Health to identify maternal death cases and review associated medical records, death records, birth records, and hospital files.

Defines "maternal death" as the death of a woman while pregnant or within one year after ceasing pregnancy, regardless of whether the death relates to pregnancy.

Creates a maternal mortality review committee cochaired by the Commissioner of Public Health and a Connecticut State Medical Society representative, with multidisciplinary membership including obstetricians, pediatricians, nurses, social workers, psychiatrists, and other relevant experts.

Requires licensed health care providers, health care facilities, and pharmacies to provide reasonable access to medical records related to maternal deaths under review by the program.

Designates all information obtained by the maternal mortality review program as confidential under state law, with the committee required to report findings and recommendations to the Commissioner within 90 days of each meeting.
