Adds requirement for the Department of Children and Families to include analysis of risk and safety assessment practices in annual reports to the legislature, including methodology reliability, use of evidence-based practices, and effectiveness in identifying at-risk children.

Directs the Commissioner of Children and Families to collaborate with Commissioners of Early Childhood, Developmental Services, and Social Services to develop investigation, assessment, and case-planning procedures tailored to children with intellectual and developmental disabilities.

Requires the Commissioner of Children and Families to submit a report by February 1, 2019 describing the developed procedures and any legislative recommendations resulting from the inter-agency collaboration.
