Repeals and replaces Section 17a-101o of the general statutes, effective July 1, 2018.

Requires the Commissioner of Children and Families to maintain a database of records documenting delayed reports of child abuse or neglect by mandated reporters employed by local or regional boards of education.

Mandates the commissioner to investigate delayed reporting and report findings and documentation of concerns to the employing board of education, school district superintendent, and Department of Education.

Requires the Department of Children and Families to develop a policy for investigating delayed reports that includes criteria for law enforcement referrals and requirements for mandated reporters to participate in educational and training programs.

Expands the definition of "child" for purposes of this section to include any victim described in subdivision (2) of subsection (a) of section 17a-101a.
