Establishes a task force to study interventions for at-risk youth, including examination of how state youth-serving agencies can collaborate to identify and serve youths at risk of unsuccessful transition to adulthood.

Task force membership includes the Commissioners of Children and Families, Social Services, Early Childhood, and Education; the Child Advocate; the executive director of the Court Support Services Division; and a youth service bureau representative appointed by the Commissioner of Education.

Commissioner of Children and Families selects the task force chairperson and must schedule the first meeting within 60 days of the effective date.

Administrative staff of the joint standing committee on children's matters shall serve as the task force's administrative staff.

Task force must submit findings and recommendations to the joint standing committee on children by January 1, 2019, and terminates upon submission of the report or January 1, 2019, whichever is later.
