Requires the Commissioners of Children and Families and Social Services to study establishing a subsidized guardianship program for children living with grandparents who have been appointed guardians or coguardians by a court.

Study must examine provision of monthly subsidy amounts and compare them to temporary family assistance benefits for children.

Study must include establishment of a clearinghouse providing information about services available to relative caregivers in the state.

Study must evaluate professional training programs for caseworkers at the Departments of Children and Families and Social Services and court employees.

Commissioners must submit findings and recommendations to the joint standing committees on children and human services by January 1, 2018.
