Requires the Commissioner of Children and Families to establish a parents' bill of rights by January 1, 2019 for biological and adoptive parents whose children are in the department's care or custody.

Parents' bill of rights shall include rights to be treated fairly and respectfully by Department of Children and Families employees, be heard on decisions affecting their child when appropriate and practicable, receive open and timely responses to questions about their child's case, and obtain information on relevant department policies and procedures.

Rights are limited to implementation consistent with Department of Children and Families policies, state regulations, Connecticut statutes, federal law, and both state and federal constitutions.

Does not create a cause of action for parents to sue based on denial of rights.

Takes effect July 1, 2018.
