Commissioner of Public Health must conduct a study on the adequacy of notice provided to mothers regarding their right to arrange burial or cremation of stillborn fetuses at hospitals in the state

Study shall examine the form, content, adequacy of notice, hospital policies regarding notification, and the timing of notice during mothers' hospital admissions

Commissioner must submit a report to the joint standing committees on public health and children by January 1, 2019, including findings and recommendations for a uniform hospital policy

Report recommendations shall address the form, content, and timing of notice to mothers regarding stillborn fetus disposition

"Stillborn fetuses" defined as fetuses that died after a gestation period of twenty weeks or more
