SB 330 Summary

• Exempts telephone companies from management audits by the Public Utilities Regulatory Authority except for noncable communications services or when necessary for regulatory functions, safety, or service benefits to subscribers.

• Removes competitive service classification restrictions for telecommunications services, allowing the authority to regulate all telecommunications services uniformly effective October 1, 2018.

• Streamlines consultant cost limits for proceedings: $200,000 per agency for companies with more than 15,000 customers and $50,000 for companies with fewer than 15,000 customers.

• Eliminates provisions requiring detailed tariff filings for business retail end users; instead requires providers to make rates, terms, and conditions clearly available on their website or in contracts.

• Repeals alternative regulation framework sections (16-247k through 16-247n) and consolidates telecommunications regulations to comply with federal truth-in-billing laws (47 USC 201(b)) and federal subscriber list requirements (47 USC 222(e)).
